U.S. tariff policies have been making headlines again, this time with news about the end of the De Minimis Tax Exemption. But what exactly does that mean, and how does it impact Rei Cosmetics and our customers?
What Is the De Minimis Tax Exemption?
The “de minimis” rule sets a threshold for how much imported merchandise can enter the U.S. without being charged duties or taxes. Until recently, that threshold was $800 USD.
In practice, this meant:
Faster shipping times with minimal customs inspections for smaller shipments
No surprise fees at delivery
Lower costs when ordering goods directly from overseas sellers
While great for consumers, many U.S.-based businesses felt this created an uneven playing field. Overseas companies, from fast fashion retailers like Shein to online marketplaces such as Ali Baba, could sell directly to American consumers at lower prices since they bypassed customs costs.
How Does This Affect Rei Cosmetics?
At Rei Cosmetics, we’ve always prioritized storing our inventory here in the U.S. before shipping to you. Since our wholesale orders usually exceed $800, we have not relied on de minimis exemptions in the past.
Here’s what that means:
We purchase inventory either from U.S.-based distributors or import directly from Japan.
When we import directly, we pay U.S. customs duties ourselves. Currently, that rate is 15% for Japanese goods, as set by the latest U.S.–Japan trade agreement.
Because of this, the elimination of de minimis exemption does not directly affect us.
The only short-term effect we anticipate is potential delays at U.S. ports, as customs volumes increase with more shipments now subject to duties.
